Position: Senior Processing Safety Engineer

Primary Location: North Vancouver 

Shift: Salaried - Monday to Friday - 40 hours/week; Overtime needed as per business needs and training objectives.  

Reports to: Plant Manager 

Compensation: $120,000 - $135,000 + Benefits + Bonus

The CAD salary for this position is $120,000 - $135,000 + benefits + bonus. Salaried rates are determined by role, level, and location. The salaried rate displayed on each job posting reflects the starting rate for new hires for the position. Rates may also be determined by work location and additional factors, including job related skills, experience, and relevant education or training. More specific rate factors for your preferred location can be discussed during the hiring process, as some facilities are subject to Collective Bargaining Agreements. Please note that the compensation details listed in the Canadian roles postings reflect the hourly rate only, and do not include benefits, pension contributions or additional incentives such as overtime and shift premiums.

About this Role and About You

 

This role provides hands-on Process Safety Engineering, Mechanical Integrity Management and Chemical process support to the North Vancouver Chlor-alkali facility.  This position is a leadership role of both the Process Safety Management and Mechanical Integrity Programs at the site. 

 

In addition, this role observes plant areas for opportunities for improvement through technical, analytical tools and prepare technical reports including recommendations for modifications. Participates in problem solving and/or goal setting activities of departments as circumstances warrant, providing assistance and expertise to resolve technical issues.   Is a leader in process safety management program including HAZ-OPS, Management of Change (MOC), and the like.

 

In addition, the Senior PSM Engineer will be the lead interface with key stakeholders including Production, Maintenance, Capital, Procurement and Logisitics departments at the North Vancouver facility. Works with management in formulation of the capital program.

 

Qualifications

Knowledge

  • Bachelor’s degree in Chemical or Mechanical Engineering from an accredited university with minimum of ten (10+) years of progressively more senior engineering experience with direct experience in Chemical plant operations
  • Registered or eligible to be registered as a Professional Engineer with Engineers & Geoscientists of BC.

Competencies

  • Process Safety Management experience and/or Mechanical Integrity Management experience
  • Strong process mindset and demonstrated leadership and dedication to establishing and ensuring conformance to effective Project and Engineering Processes and Systems
  • Strong knowledge of PSM to guide and initiate/monitor/audit site safety in a chemical process environment.
  • Demonstrated commitment to employee health and safety.
  • Excellent communication, analytical and problem-solving skills
  • Abilities in risk and issue management (including identification, mitigation and resolution)

Responsibilities

  • Leads and coordinates the site’s activities related to Process Safety Management (30%)
    • Identifies key process safety documentation and data systems to capture Process Engineering and Process Safety results for the operation and maintenance of the facility and any capital projects being executed by the facility
    • Advancing the establishment of Chemtrade Electrochem standards of Process Safety, Operational Reliability, Efficiency and Production Capability.  Advancing the facilities systems to eventually comply to CSA Z767-17 Process Safety Management
    • Participates in and often leads annual improvement plans for Process Safety for the North Vancouver facility including the development and delivery of training on the North Vancouver facility’s Process Safety Policies, standards, and procedures.
    • Coordinates and lead as required process hazard/risk reviews and undertake responsibilities (as Originator or Technical Representative) in the Management of Change program.  Attend or lead incident investigations as required.
    • Understands, commits to and fulfill responsibilities under Responsible Care, the Quality Management System and plant Process Safety and Environmental Management Systems
  • Mechanical Integrity (40%)
    • Responsible for the implementation of the site’s mechanical integrity program so that it is compliance with API 510 (Pressure Vessel Code: In service Inspection, Rating, Repair & Alteration), and API 570 (Piping Inspection Code: In-service Inspection, Rating and Repair and Alteration of Piping Systems) as required by Technical Safety BC.
    • Leads and coordinates efforts to improve the facilities process and equipment integrity management systems as outlined in CSA Z767-17 Section 7.3.
    • Identification of key process and equipment integrity documentation and data systems to capture capital project deliverables (in particular mechanical integrity related) required for operation and maintenance of the facility and any capital projects being executed at the facility
    • Reviews and approves inspection intervals, inspection test plans (ITP), inspection work scope, techniques, repair procedures, integrity assessment reports, and other reports established through inspection activities and jurisdictional guidelines
    • Ensures that test and inspections are assessed, in a timely manner, for any required repairs or alterations
    • Participates in facility turnaround planning and execution.
  • Prepares process engineering designs, calculations, and reports for various projects (15%)
    • Develop engineered solutions for day-to-day operating and maintenance problems, long term business needs, and regulatory compliance.
  • Participate on various special project teams and audits to ensure compliance with internal and external programs, rules and regulations (15%).

 

Environmental, Health & Safety Responsibilities:

  • Become familiar with and promote Chemtrade Environmental, Health& Safety (EH&S) policies and procedures.
  • Immediately report all EH&S incidents (injuries, near misses, releases).
  • Complete all required EH&S training in a timely fashion.
  • Follow all Chemtrade facility and corporate EH&S procedures and practices.
  • Attend and actively participate in facility EH&S meetings and forums that will drive employee involvement.
  • Provide feedback and suggestions for EH&S program improvement
  • Participate in job safety analysis activities

  • Employee is frequently required to sit, stand, walk, reach with hands and arms, balance, stoop, kneel, crouch, or crawl.
  • Specific vision abilities required by this job may include close vision.
  • Employee must be physically capable of spending long hours outdoors and occasionally work in protected clothing and equipment.
  • Ability to climb stairs and ladders (including vertical).
  • Must be “fit for duty”.

Work Environment

Must be able to perform under the following conditions: 

  • Work in awkward or confining workspaces.
  • Work in elevated places.
  • Work in outdoor environment.
  • Work in noisy environment.
  • Work in areas that are dusty and have some odor from chemicals and etc.
  • Safety is a job requirement.
  • Able to work in Adverse Weather Conditions.
  • Must be capable of spending long hours outdoors on your feet and occasionally work in protective clothing and equipment such as: rain suits, face shields, hoods, and etc.
